The Egpyt anchorman is said to be unsettled in Turkey, while Milan fear losing Ivory Coast midfielder Frank Kessie to the Premier League.
Reports in Italy suggest Milan boss Stefano Pioli believes Elneny’s experience and power could help his 13th-placed side rise up Serie A.
Sections of the Turkish media claim summer recruits Elneny and ex-Spurs winger Georges-Kévin Nkoudou, 24, have “struggled to cope” with Besitkas’ surprise poor form this term
The duo were reportedly “confused” at fans’ anger, while Elneny is also thought to have been unhappy with Besitkas’ coaching staff.
The Turkish giants have won just two of their first seven games.
And Elneny moving in the next transfer window might suit Besitkas as much as Milan.
Pioli is under pressure at the San Siro after four defeats in their opening seven league matches.

And he is understood to have identified midfield as a key concern.
According to Italian reports, Pioli sees Elneny as offering more strength than former Arsenal starlet Ismaël Bennacer, 21, and Lucas Biglia, 33.
But ex-Argentina star Biglia, whose contract runs out next summer, remains popular at Milan.
